2013 Legislative Session – P-3 Policies - ECS conducted a scan of enacted policies from the 2013 legislative sessions to capture the ongoing work that lawmakers across the country are engaging in to strengthen their P-3 systems. The diversity of policies seems to demonstrate state policymakers are increasingly recognizing that the developmental supports a child receives in the earliest years provide lifelong payouts for both child and community. Third Grade Literacy Policies: Identification, Intervention, Retention PDF - This paper examines policies to promote 3rd-grade reading proficiency, including early identification of and intervention for struggling readers, as well as retention as an action of last resort. The authors outline case studies in both Florida and New York City, and identify decisions policymakers must consider as they implement policies around 3rd-grade literacy. The Power of a Good Idea: How the San Francisco School District is Building a PreK-3rd Grade Bridge - San Francisco Unified School District had the highest academic performance of any large urban district in California in 2008, but its achievement gap was widening. To narrow the gap, the district rethought its approach to PreK-3 by aligning curricula, professional development, assessments, and even classroom layouts. The district's successes and struggles over the last six years have much to teach other school districts in California and around the nation. We CAN Do Better: NACCRRA's Ranking of State Child Care Center Regulations and Oversight - This 2011 report scores 50 states, the District of Columbia and the Department of Defense on selected aspects of their child care center regulations and oversight as of December 2010. Ten Fundamentals of Coordinated State Early Care and Education Data Systems--Inaugural State Analysis - To measure states' progress toward building and using coordinated state early childhood education data systems, the Data Quality Campaign, in partnership with the Early Childhood Data Collaborative, surveyed 48 states and the District of Columbia in fall 2010. There were a number of key questions which the states could not answer. Surveyors found that states are collecting data related to ECE programs, but the data are uncoordinated and often incomplete and therefore cannot be used effectively to support continuous improvement efforts.
