Third-Grade Reading Workgroup Report - National data indicate only 31 percent of Michigan children are achieving third-grade literacy. In March of 2015, Michigan Governor Rick Snyder appointed a Third-Grade Reading Workgroup that investigated Michigan's poor standing and states, districts and schools that were performing on a higher level. The group report said more successful programs used similar diagnostic-driven instruction and intervention methods individualized for each student.
