Third Grade Literacy Policies:
Identification, Intervention, Retention

This paper examines policies to promote 3rd-grade reading proficiency, including early identification of and intervention for struggling readers, as well as retention as an action of last resort. The authors outline case studies in both Florida and New York City, and identify decisions policymakers must consider as they implement policies around 3rd-grade literacy. Rules on Way for District Race to Top Contest
Districts that want a slice of the latest, nearly $400 million in Race to the Top competitive grants will have to put a major focus on helping schools tailor instruction to the needs of individual students — and agree to evaluate school board members and superintendents — under draft regulations released by the Department of Education.
